Tax Classification Committee Meeting
September 13, 2007

The meeting convened at 7:05 p.m. in the Conference Room, 16 Lowell Street, Reading, Massachusetts. Present were Committee Chair Dick McDonald, Vice Chair Neil Cohen, and members Leslie McGonagle, Ken Rossetti and Ben Tafoya. Also present was Assistant Town Manager/Finance Director Bob LeLacheur.

On motion by Tafoya seconded by McGonagle, the TCC approved the August 20, 2007 minutes as presented by a vote of 5-0-0.

TCC member Karen Herrick joined the meeting.

The Committee discussed the format of the final report. Some members were troubled at the length of the minority report, after previously agreeing as a group that a concise final report was a key objective. Possible formats of the final report included the following:
        Two distinct documents, presented in full version;
        An abbreviated minority report, eliminating copies of work done by other communities;
        Various combinations of ordering the two reports and their respective indexes

On a motion by Tafoya, seconded by McDonald, the TCC voted 1-5 to include the entire minority report as a second document, to logically follow the formal committee report (Tafoya as sole yes vote).

On a motion by Herrick, seconded by Cohen, the TCC voted 4-2 to eliminate large appendix sections in the minority report that reproduced work done by other communities (Rossetti and McGonagle voting against).

Several figures were edited, and sent to the Board of Assessors for ‘fact checking’ at their September 25th meeting.

On motion by McGonagle seconded by Herrick, the TCC voted to adjourn at 8:30pm by a vote of 6-0-0.
